Select the polygons and press Enter. Qualified entities in the selection set will be erased and a circle will be created in the place of each one, circumscribed about the vertices of the original polygon.
Click Modify. Click Close to exit the Dimension Style Manager. Click the DXF Options tab. Draw an ellipse on the screen. A really lazy way to get a quarter of a cirle is to draw a circle. Draw a line. Shift click snap to quadrant to two quadarants. To create an arc, you can specify various combinations of center, endpoint, start point, radius, angle, chord length, and direction values.
Specify the start point. Specify a point on the arc. Specify the endpoint. Specify the boundary of the area to be wiped out by clicking and moving your cursor. You can also make specify a wipeout boundary using a poly-line. Specify points in a sequence that defines the perimeter of the area to be masked. You can also enter p and click an existing polyline to use. After an elliptical arc is created, we can use Offset command to change it to polyline. Offset the elliptical arc to a certain distance, and then delete the original elliptical object, after that run offset command again to offset the elliptical arc back to original position, by this way, the elliptical arc is changed to.
Then we can use command Flatten to change the SPline to Polyline, and use command Pedit to join the polylines.

You can offset the original ellipse, delete the original Ellipse and then offset the spline back by the same amount to create a spline version of the Ellipse.
Of course we want a polyline — not a spline so we have another process to go through. As you can see, the Ellipses are converted with various degrees of complexity. Tube and Pipe rolling machines typically only roll one radius at a time, and each radius will need to be welded together to form the Ellipse.
Our best option may be to re-draw the Ellipse using the same techniques we would have used on the drawing board. There are a number of different techniques available for drawing Ellipses with Arcs. I will demonstrate two of them here.
Final tip. There is no option to offset an ellipse without creating a spline. Your best bet is to re-draw the ellipse bigger or copy and scale it.
